This article discusses housing and communal complex of the city, the state of its assets. The paper highlights the problems of the crisis state of housing and communal complex. The article presents the analysis of the state of fixed assets of enterprises of this sector on the example of Rostov-on-don. To resolve the crisis in the housing sector, it is proposed the use of concession agreements. The article presents an example of implementation of concession agreements at the enterprise "Vodokanal", reviewed activities undertaken under this project. The article describes the main benefits for all the parties to the concession activity, as well as a direct impact of concession on management efficiency increase housing-and-municipal complex.
