Development of urban areas, especially Rostov-on-Don, which is one the largest city of the south of Russia, should be based on a comprehensive assessment and analysis of the structure of housing stock and engineering services, which provide all types of resources for the city. Research of the structure of housing stock, analysis of residential and private housings, municipal and business buildings, information on the territorial distribution of these objects with reference to the topography would allow to create a reliable information base for the development of district heating schemes. Housing stock of Rostov-on-Don was ranked by the year of construction, number of floors and material of the wall. The article assesses the providing of municipal and business buildings, kindergartens, schools, institutions consumer services, culture and sport institutions.

The article is devoted to solving the problem of energy saving in housing stock and communal services of the municipality by creating a model of housing stock with the help of modern geographic information systems. 
Spatial model of energy efficiency, presented in this paper, built in the software environment of ArcGIS. This model allows to monitor and comprehensive evaluation of energy consumption in the building stock of Rostov-on-Don, as well as to solve the problems associated with increasing the energy efficiency of residential buildings.

Today, there are a large number of systems and models of construction of multi-storey buildings, designed and constructed in the city of Rostov-on-Don. The article is devoted to the formation of an evidence-based algorithm for strategic planning the urban city environment. The methodology of goal setting is the most important element in any science-based management, in the Russian strategic planning system of social and economic development the territories it is not fully used. Solid waste management is one of the most important and complex international issues. Administration of the city of Rostov-on-Don has developed a new strategy for the creation of a system of waste recycling. For its success must enter a single system to manage solid waste using geographic information systems. This problem has become more important due to the increased amount of waste, complexity and interdisciplinary nature of the problem. Rapid globalization and urbanization have increased the number of solid waste, which is currently in landfills in many countries. Emissions and leaching of chemicals or toxic substances into groundwater leads to environmental pollution. In recent years, a growing scale of environmental degradation has led to the formulation of numerous initiatives, conventions and conferences, and stringent laws and statutes throughout the world.

"The increased in fertility from 2000 for the last 8 years have seen the positive dynamics of preschool educational institutions, while maintaining the number of institutions themselves. In the short term, the number of children in need of day care centers will only increase. And even with the stabilization of population reproduction rates burden on the existing network is much higher than standard level.
