The concept of creation of energy-efficient areas in cities in the reconstruction and secondary residential blocks and micro-districts consists in the fact that, in practice, to prove the real possibilities to reduce energy consumption per unit area of housing in the housing and communal sphere in two and more times due to the implementation of the already well-known energy-saving technical tools and solutions, rational use of their possible combinations of the specific nature-climatic and city planning conditions. The creation of energy efficient zones requires a comprehensive consideration of issues and the systematic development of power supply at all stages of production, transportation and consumption of energy from the modernization of the objects of the engineering infrastructure

Solid waste management is one of the most important and complex international issues. Administration of the city of Rostov-on-Don has developed a new strategy for the creation of a system of waste recycling. For its success must enter a single system to manage solid waste using geographic information systems. This problem has become more important due to the increased amount of waste, complexity and interdisciplinary nature of the problem. Rapid globalization and urbanization have increased the number of solid waste, which is currently in landfills in many countries. Emissions and leaching of chemicals or toxic substances into groundwater leads to environmental pollution. In recent years, a growing scale of environmental degradation has led to the formulation of numerous initiatives, conventions and conferences, and stringent laws and statutes throughout the world.

And even with the stabilization of population reproduction rates burden on the existing network is much higher than standard level. In the scope of the article the problem of heat and humidity structural damage’s adverse effect on energy efficient building maintenance is considered. The main object of the research is the calculation and analysis of thermal bridges as a considerable factor, making worse the energy efficient building qualities. First the analysis of the most widely-spread structural damages were examined, then the thermal bridges estimation on the basis of Austrian software „AnTherm“ was carried out which represents an universal software package of thermal bridges damaged structural thermodynamic behaviour’s analysis. The calculation of a 60th year building house’s structural junction of foundation plate and wall was carried out. The results enable us to draw a conclusion that the researched structural junction doesn’t create any conditions for the thermal bridges formation.

An introduced article is devoted to the problems of ecosystem approach implementation as an innovative component of building project’s management on the preconstruction stage of the building life cycle. In the scope of the research it was proceeded from an assumption that any building project is a complex system which persistent interacts with its environment. The main features of the preconstruction stage were laid down the foundation of ecosystem approach implementation. The developed algorithm enables to cover a great number of problems, following from compound urban ecosystem interactions. The introduction of ecosystem approach was divided into several stages, which could permit to hold of the balance of compound urban ecosystems. In conclusion it might be underlined that ecosystem approach implementation is to be carried out taking into account complex interactions between ecosystem’s components.

This scientific report is devoted to the solution of an optimization model of the complex energy efficient measurements’ choice problem, making use in the housing construction, on the bases of developed algorithm. The optimization algorithm was devised taking into account of the energy efficient technologies detailed classification including its cost and energy savings. In the article is offered a simplified formula of economic effect calculation for different energy efficient technologies. It introduces an application of optimization model of the complex energy efficient measurements’ choice by example of heat-insulating materials and the results of economic cost-effectiveness analysis of its using.

One of the priorities of socio-economic development of the municipality is the effective work aimed at improving the efficiency of territorial resources’ using, quality development, reconstruction and modernization of the network of educational facilities on the basis of proportional and balanced development of all urban areas, ensuring that the needs of the population in the objects of education and equal access within city. Scientific novelty of the research is the development of information and analytical support for decision support system for deployment of educational facilities on the basis of a geo-information database and simulation model of long-term scheduling of educational institutions in the reconstruction of urban areas. It allows for the collection, analysis, storage and subsequent presentation of spatial information based on GIS technologies, CAD and database systems.

The model of areas fire safety effective management taking into account real condition of the housing fund is develop dint his article by its authors. This model allows evaluation of the urban a reconstruction objects fire safety on the basis of the index method. The developed methodology makes the housing fund objects technical condition analyzing and their classifying according to the fire safety index possible; moreover it helps to emphasize the areas on the territory of municipality. The model includes a number of recommendations and fire prevention measures aim edatin creasing the level of fire safety inurban areas.

The introduction of information-analytical system "Energy efficiency" is designed to provide effective information support of management decisions in the energy efficiency of housing stock, the system is a software tool for addressing the state level in the field of energy saving in the housing stock of the Rostov region. The introduction of IAS makes a real contribution to the implementation of the program on energy saving. Development of information-analytical system "Energy efficiency" makes it possible to give complete information of the energy characteristics of the housing stock and to calculate the energy parameters for each of the buildings, simplifies the data acquisition of the energy savings potential and valuation of energy saving activities. Using the work of modern technology allows making informed decisions to adjust the strategy of energy conservation and monitoring the program of energy conservation.
