In article it is shown that the state in the functions, first of all on rendering of public services, becomes a direct factor of production and in this part turns into an integrated component of limited production resources. At the same time, inconsistent decrease in efficiency of expenses of the consolidated budget of the Russian Federation on nation-wide questions and on national economy is observed.
