  • Opportunities to improve customs risk management system based on automatization of risk identification

    The development of the customs service of the Russian Federation until 2030. The aim of the research is to improve the customs risk management system as a result of the development of a methodology for the automated application of the flow of goods between various customs services. As a result, an algorithm for searching and analyzing goods flows was proposed and its software implementation of mediation in MS Access requests for a database of electronic copies of goods declarations was presented.

  • Network Planning in Road Construction

    The article discusses the method of network planning in road construction as a method of rational resource planning. The calculation of the main indicators of the network graph such as the early start of work, the late start of work, the calculation of the critical path as the probable time of the construction duration is given. Analysis of the network schedule allows you to identify the time reserve for reducing construction time by a reasonable redistribution of resources and equipment. The results of this study will allow at the planning stage to analyze the data and choose the most optimal option for construction from the position of the correct distribution of resources and equipment, as well as their savings. At the stage of construction, it will allow you to monitor and control the progress of construction work, thereby monitoring the flow of funds and achieve savings or the optimal amount of construction without risks. Also, the results of the study will allow, without critical changes, to reduce construction time without changing the sequence of construction technology and without increasing mechanisms and labor costs. Subsequently, the results of the study can serve as the basis for developing a mechanism for optimizing network schedules from the position of the redistribution of teams to carry out construction work, as well as a reasonable combination of works that use the same type of mechanisms.

  • Mathematical modeling of competitors ' lead efficiency based on the theory of random processes

    The paper proposes a mathematical model for evaluating the effectiveness of measures aimed at anticipating competitors in the market. The model is based on the theory of Markov random processes. It allows you to assess the probability of pre-emption in the implementation of commercial projects by one party over the other in a competitive environment. The dependences of probabilities of pre-emption of the parties from time to time. It is shown that these probabilities depend on the average project execution time of each competitor and have a maximum characterizing the most effective lead time. The obtained theoretical dependences allow us to analyze the possible outcomes of competition in market conditions.

  • Qualitatively representative scenarios of the computer simulation of the marketing impact

    An application of the method of qualitatively representative scenarios of the simulation modeling to the solution of the optimal control problems in marketing is described. The idea of the method is the following. We can reduce the enumeration of very big or even infinite number of of scenarios to the very small number of them and receive a qualitatively acceptable picture of the forecasting behavior of the modeling dynamic system. The conditions of verification of the correctness of such reduction are presented. The qualitatively representative scenarios of the marketing impact on the target auduience are proposed for different control problems.

  • Support system for narrative management in socio-economic systems

    This study describes the method of narrative management of the socio-economic system. The stages of narrative management and the structure of the business process are presented, as well as the distribution of responsibilities among the participants of the management process. The system of support of narrative management in the socio-economic system is proposed, the architecture of the software package is described. The presented system is implemented. An example of a scenario for managing a socio-economic system using the developed software package is given. The process of managing urban passenger transport is considered as an example. Thus, the study has implemented an approach that allows preserving the observability and manageability of the system and monitoring the process of managing the system, taking into account subject-object interaction. At the same time, the choice of actions to organize management and responsibility for the actions of the participants in the process lies with the participants themselves. The results of actions in the system that may lead to loss of manageability and impossibility of achieving the general goal (destruction of the system) are compensated by modifying the manage strategy without losing the structural coherence of the goal space. This ensures the very existence of the system in its environment.

  • Optimization of the mechanism of formation of the technical plan of the linear object

    The features of the mechanism for preparing the technical plans of linear objects, including those located in several cadastral districts, are considered. The main problems arising in the process of preparing technical plans for linear objects and the factors affecting them are formulated. The problem of the lack of a sufficient regulatory framework in the field of regulating relations arising from the state cadastral registration of linear real estate objects is indicated. It justifies the need to refine the requirements for the technical plan of the property, namely, the linear object, as well as the form of the technical plan itself. Suggestions were made to optimize the mechanism for preparing technical plans for linear objects.

  • Analysis Problems in the Models on Social Networks in Marketing

    A model of impact in a social network is a weighted directed graph. Its vertices correspond to the members of a social group, and its arcs describe their mutual impact. A real value (an opinion of the group's member) as a function of time is ascribed to each vertex, and a real number (weight) is ascribed to each arc (a degree of impact of one member of the group to another or, what is the same, a degree of confidence of one member of the group to another). All strong subgroups (non-degenerated strong components of the digraph) develop their final opinions which depend only to the initial opinions of their members. The final opinions of other members of the group are linear convolutions of the final opininions of all strong subgroups. A number of indices is used for the additional quantitative characteristics of the social group. From the marketing point of view, the solution of the analysis problems provides a segmentation of the target audience for the determination of the most appropriate objects of marketing impact (members of the strong subgroups).

The principal role is played by the notion of homeostasis of the education system describing by means of the model constraints. For the solution of these problems it is rational to use simulation modeling. Namely, the method of qualitatively representative scenarios is assumed to be appropriate.

  • Separate mechanisms of digital economy formation at the regional level

    In the Russian economy, in a situation aggravated by the sanctions pressure from the United States and several EU countries, there is an acute problem of growth on the threshold of the 4th industrial revolution, which seems to be a necessary prerequisite for technological modernization of the country. The work examines possible mechanisms for achieving modernization and innovation growth in the regions of the Russian Federation: special economic zones, advanced development areas, industrial and technological parks, industrial clusters, which are mechanisms for accumulating a set of benefits in implementing new investment attraction vectors. It justifies the need to develop a strategy for the sustainable socio-economic development of the region, taking into account the assessment of its potential, analysis of competitive advantages and resource constraints. The introduction of these mechanisms implies a focus on long-term development, horizontal diversification, through the leadership of high technologies, harmonization of tasks, instruments of industrial and socio-ecological and economic development of regions with a focus on a fairly high standard of living.

    Efficiency, quality and safety of construction are formed by the levels of management and integration relations between the enterprises of the industry and Federal services. Multidirectional construction business contributes to the formation of various types of inter-industry relations. Currently, intra-industry relations are dominant, which are typical for cluster formations in market conditions of development under the existing uncertainty.   • Automated test control of software systems using neural networks

    The article is devoted to solving the actual problem of improving the efficiency of software testing based on the development of an automated control system for this process. The structure of the created system is proposed, which allows specialists to form the advising effects for the best implementation of each of the software testing stages. Optimization models are presented that ensure the correct selection of the values of various attributes of test plans, test cases, defect reports and other documents created during the testing process. The structure of the neural network and the concept of its application for the most accurate selection of attribute values are described. The research is supported by a stipend of the President of the Russian Federation to young scientists and post-graduate students (No. SP-100.2018.5), which was assigned by the grants Council of the President of the Russian Federation.

  • Development and use of an automated training system to improve the process of training software testing specialists

    The problem of increasing the efficiency of training specialists in software testing based on the use of an automated training system to control the process of formation of professional competencies is considered.   • Basic smart city model

    Having appeared on fusion of two megatrends – urbanization and digital revolution – the smart city paradigm signifies transition to modern cities digital governance. The history of the origin and evolution of the smart city concept is shortly given with the role of high-tech giants and the world's largest international organizations in the process. The steps of the Russian Government, high-tech companies and an academic community, which contribute to the emergence of smart cities in Russia, have been presented. The IBM and The World Bank declare that smarter cities make their systems instrumented, interconnected or integrated and intelligent. These three ways to use of information and communications technology we have interpreted as a smart city model. According to the Smart Cities Council a smart city enhances its livability, workability and sustainability by collecting, communicating and “crunching” data. These three core functions of a smart city have been described here as the second model. Smart Cities Council Chairman Jesse Berst on the third-annual Smart Cities Week D.C. have presented four actions a smart city performs: it collects, communicates, computes and controls. We can consider now the process of improving decisions and behavior had been separated from “crunching” as a new stage. The KPMG sets the smart city principle: it operates on a 4-step process of capturing data, communicating, analyzing and acting. Although KPMG’s model appears earlier, we suggest the model presented by Jesse Berst to be considered as the basic smart city model. It emphasizes four substantial stages in the use of ICT in smart cities

  • Opportunities to improve customs risk management system based on fuzzy logic

    The risk management system of the Federal customs service of the Russian Federation needs to be improved - first of all the technology to identify the category of risk level of foreign trade activities participants in the framework of the risk categorization. When assessing the level of risk of participants in foreign economic activity, it is advisable to base the definition of the risk category on a set of heuristic rules reflecting the experience gained by customs officials and the ambiguity (blurring) of the initial data. The purpose of the study is to determine the possibility of improving the system of customs risk management by creating a fuzzy model of risk classification of traders. A prototype of fuzzy model (Mamdani algorithm) for determining the level of risk of of foreign economic activity participants, developed in the environment of Fuzzy Logic Toolbox Matlab package, is presented. Recommendations on the creation of a full-fledged model of risk categorization of traders are formulated.

  • Combating the opportunistic behavior of subjects in river water quality control systems

    The article deals with the task of dealing with the opportunistic behavior of the supervisor and agents in the river water quality control system. A two-level hierarchical model is built, including a supervisor (master) and agents (slaves). Each of the subjects seeks to maximize their objective function. In the model, the principal is implicitly present, fighting against the opportunistic behavior of the supervisor and agents. As the method of control used the method of inducement. The behavior of the system is investigated in the case of Shtakelberg’s information regulations. The algorithm for finding the Stackelberg equilibrium is indicated. The results of model simulation under various initial conditions are demonstrated. An analysis of the results is provided.

  • Methods of selecting a contractor when conducting tenders for construction based on the principles of subject-oriented management

    The article discusses the results of the development of a methodology based on the principles of subject-augmented management for choosing a contractor in construction when placing orders for contract bidding to meet state and municipal needs. The considered methodology is based on determining criteria for evaluating bidders for contract bidding, processing expert information, translating quality indicators into qualimetric units of measurement, and also modeling the preferences of bidders. The principle of subject-oriented management, on which this methodology is based, involves the use of a non-manipulated mechanism. The application of this methodology on the principles of subject-oriented management becomes relevant when the individual with different preferences is involved in setting the minimum initial contract price. The urgency of finding methods for objectively selecting the winners of tenders in construction is due to the established practice of allocating government contracts through an auction mechanism, where the only criterion for determining the winner is to offer a minimum cost of work, which directly affects the quality of work performed and services rendered. The study of the relevance of the investigated problem revealed the fact that to evaluate and account for technical and technological solutions used to select the winner of contract bidding it is necessary to use qualimetric methods based on non-manipulable mechanisms - exclusion of any kind of manipulation of the results of the bidding in their interests. The technique describes the concept of contract bidding. A system of criteria is proposed that is most fully capable of evaluating the participant’s application. The criteria can be divided into three groups: the first group describes the motivation of the participant, the second group evaluates the tender proposal, separately allocated the contract price.

  • Trends in the development of information technologies in the housing and utilities sector

    The paper discusses the main trends in the development of information technologies in the housing and utilities sector. The main direction of development of energy and water accounting systems is energy efficiency, which is achieved either through the materials used or through constructive solutions. Automated systems for commercial accounting of energy resources (AMR) allow you to combine disparate data from metering devices and transfer them to information processing centers. The use of AMR allows you to keep records of consumed resources, monitor leaks and losses, accumulate data for further processing and forecasting, as well as generate data arrays for the application of BigData technology and neural networks. In Russia, the data collector is the GIS utilities system. In the future, ASCME will become part of the organizational and technical concept of Industry 4.0.

  • Approaches to solving the problem of introducing the digital economy (including digital energy) in the Russian Federation

    The paper discusses the technological barriers arising from the transition to a digital economy, in particular in the housing sector. The technological barrier consists generally of three components. The first component is that the development of IT technologies requires the initial accumulation of a large amount of data. Metering devices for this task are not suitable due to their functional tasks. The second component is the lack of interest on the part of end users. The third component is information security. One approach to solving the problem is to apply and implement the BigData concept.
