  • Structural and functional model of modernization of the regional system of vocational education

    The article is devoted to the development of an effective model of interaction between the main participants of the regional labor market: the system of vocational education, the leading employers of the region and regional Executive authorities. The proposed structural and functional model includes a management system based on regional Executive authorities, a system for forecasting the needs of employers in key sectors of the region's economy, a system for assessing the quality of graduates ' competencies and educational programs, a system for monitoring the employment of graduates, a training system and a funding mechanism for the vocational education system, as well as a career-oriented Internet portal for informing the population about the future needs of the economy in the workforce. Using the proposed model of modernization will allow to bring into line the issue of the vocational education system to the needs of the regional economy, increase the level of employment of graduates and thereby increase the effectiveness of functioning of regional system of vocational education.

  • Comfortable urban environment and its impact on the socio-economic development of the region

    Comfortable urban environment currently determines the economic development of the region as a whole, affects the socio-political situation, the rate of migration and investment. The analysis showed that the majority of municipalities have an imbalance in the factor space, which negatively affects the development of non-productive sectors of the economy and the main sectors of the economy. Open dialogue of the population with the city authorities allows to form the most effective methods on the way of creation of favorable regional climate, to make it competitive and to develop priority business directions.

  • Ranking of management decisions in the system of regional risk management

    The study aims to develop objective methods for ranking management decisions on risk management in the socio-economic system of the region. Insufficient development and adaptation of the existing methodological framework for risk management to the tasks of analyzing the directions of development of socio-economic systems and insufficient use of accessible tools for management decisions generates situations of imbalance in the involvement of natural labor and material resources in the region's reproductive process, violations of harmony, systemic unity, principles of maximizing effect and replenishment factors of production, which entails a threat of failure to meet the target strengthening conditions and the synergy of risks. The study examined sources and risk factors of regional development, types and stages of risk management, expert evaluation of management alternatives for economic, environmental and social risks, explored the possibility of adapting the verbal analysis methodology for ranking management decisions. As a result of the work, a method of formalized analysis of supporting situations is proposed, which, in the context of regional risk management, can provide objective estimates of the preferences of management alternatives.

  • Improving productivity in industrial enterprises of the Rostov region: possible solutions to the problem

    The article deals with the current stage of modernization of the industrial sector of the economy and development strategies aimed at improving productivity in enterprises in the region. The purpose of the study: identification and analytical review of the main problems of increasing productivity in industrial enterprises of the Rostov region; definition and systematization of strategic directions of problem solving, taking into account the accumulated positive experience of the regional business community. The main methods of research are analysis and synthesis, analysis of statistical data, observation and synthesis.Specific examples of the successful use of the proposed management tools within the industrial enterprises of the largest region of Russia - the Rostov region are given. This region produces about 28% of the industrial output of the entire southern Federal district, while the growth rate of the main indicators of its socio-economic development is higher than the national average. It is concluded that in the region under consideration there are all the prerequisites for the implementation of the regional program "increasing productivity and employment support in the Rostov region" for 2018-2025 on the basis of the introduction of advanced information, innovative management technologies in production.

    The basic methods of economic indexes forecasting on railway transport enterprises have been defined in the article. Three stages of forecasting were determined and described in details. The dominant elements of expenses, such as job salary, traction costs, insurance, repair capital and others were taken into account during research.

  • Analysis of the adhesion qualities of road pavements at approaches to level crossings

    In this paper, the authors present a method for estimating the longitudinal adhesion coefficient of motor vehicles with road covering on approaches to level crossings. A feature of the technique is the possibility of using as input data in assessing the coupling qualities of road pavements, a large number of variables characterizing both moving vehicles and road paving combined with weather and climate factors. A multi-factor assessment of the adhesion coefficient at approaches to level crossings contributes to the improvement of traffic safety at railroad crossings as part of the development of a road maintenance management system

  • Strategy for the development of the regional economy through clustered education

    The material is based on the results of surveys of business activity of Russian enterprises and organizations in the Chelyabinsk region, including: large and medium-sized industrial enterprises; construction firms; organizations of retail trade, services, tourism and catering. The obtained conclusions as a result of the conducted researches are based on the information of the official bodies of the Chelyabinsk region, Rosstat management and reports of enterprises. As a result, the conclusion was made about the need to improve the tourism infrastructure, the widespread introduction of modern technologies into the tourism business, with the creation of a single tourist cluster in the Chelyabinsk region with an orientation to cross-sectoral cooperation. The creation of a regional tourist cluster contributes to the most effective use of the integration process in the allocation of investment resources in the region.

    The relevance of the study is due to the risk of poisoning officials of customs authorities and other types of state control, inspecting sea containers at customs checkpoints. Based on the analysis of international experience in ensuring safety when working with sea containers, the development of organizational and technical principles for the prevention of poisoning during the customs inspection was carried out.   • Analysis Problems in the Models on Social Networks in Marketing

    A model of impact in a social network is a weighted directed graph. Its vertices correspond to the members of a social group, and its arcs describe their mutual impact. A real value (an opinion of the group's member) as a function of time is ascribed to each vertex, and a real number (weight) is ascribed to each arc (a degree of impact of one member of the group to another or, what is the same, a degree of confidence of one member of the group to another). All strong subgroups (non-degenerated strong components of the digraph) develop their final opinions which depend only to the initial opinions of their members. The final opinions of other members of the group are linear convolutions of the final opininions of all strong subgroups. A number of indices is used for the additional quantitative characteristics of the social group. From the marketing point of view, the solution of the analysis problems provides a segmentation of the target audience for the determination of the most appropriate objects of marketing impact (members of the strong subgroups).

  • Differential Games Models of Corruption in Resource Allocation

    Differential game models of corruption in normal form and in the form of characteristic function in resource allocation are considered. The Nash equilibrium and Shapley value are found in the explicit form, ib the second case an imputation distribution procedure provididng the time consistency is described. Corruption in resource allocation is a very important socio-economic phenomenon which is well modeled by differential games. The time inconsistency means that the illegal collusion is not stable which has a big practical importance. The related work is discussed, an organizational-economic interpretation of the model is given.

    When identifying reserves of efficiency of management of production activities of enterprises should comply with a number of important principles. First of all, the identification of reserves should be based on knowledge of economic laws, the provisions of the dialectical theory of knowledge, the achievements of science and practice, that is, to be scientific in nature. It is necessary to know the economic nature and nature of economic reserves, the main directions of the search, as well as the technique and methodology of calculation and generalization. The search for reserves should be complex and systematic: complexity implies a comprehensive identification of reserves in all areas of economic activity and their subsequent generalization.

  • Control Models on Social Networks in Marketing

The most interesting question for applications arises when one or several decision makers are not satisfied by the received final opinions. To formalize such situation the base model is extended by an introduction of a set of the impact agents which can exert influence to the basic agents. The impact agents may change the initial opinions of the basic agents or the factors of their interaction. This leads to the optimal control problems or dynamic games on networks. The respective setups and their marketing interpretation are presented in the paper.

  • Ensuring the quality and competitiveness of services

    In modern market conditions, the consumer acts as an arbiter, therefore it is unacceptable not to take into account the client's satisfaction factor. In this regard, one of the basic principles of quality management is customer orientation. In a strategic sense, customer orientation improves the performance and competitiveness of the organization; provides aggregate quality management services, analysis of customer needs, positive profit dynamics, augmenting book value, finding new customers. One of the modern approaches to assessing the quality (competitiveness) of services is the use of the SERVQUAL methodology. The paper presents the results of the analysis of the quality of the services provided for maintenance and calibration of measuring instruments by the example of LLC "RMC".

  • Econometric methods for portfolio management of securities

    The article deals with the problem of formation and management of securities portfolio, which is actual for the developing economy. To solve it, an active strategy is used, which implies changes in the structure of the portfolio. The shares of assets are included in the portfolio using the Quasi – Sharpe method. The model is used in volatile stock markets for efficient performance. Research is conducted on the example of the dividends of large foreign companies Model "Quasi − Sharpe" combines the yield on a bond with a yield of a single portfolio, and the risk of the security using linear regression functions. The risk in this method is measured using the beta β coefficient, which is characterized by a degree of sensitivity to changes in the profitability of a single portfolio. Using the data Analysis package, you can find regression equations that allow you to forecast for future periods of time.

  • Statistical analysis of the minimum risk securities portfolio

    The article discusses the problem of building a portfolio of securities. Analyzed the two models on the basis of sample data on the course of profitability of the five firms according to the site Investing.ru. A comparative analysis of risk of return of the portfolios obtained by the models of black and Markowitz. With the help of MS Excel software tools, a portfolio of minimum risk securities by Markovits is formed. Black and Markowitz models are compared, the conclusion that the investor must finally accept is formulated.

    With the management of projects, any customer in the industrial oil and gas production sector faces. This article discusses important features of project management, highlights the main stages in this area, briefly describes each stage separately. For the organizational structures of the Customer company it is very important to develop an internal control plan and implement projects, as it eliminates many of the errors that may occur at the stages from the origin of the investment plan to completion of the design and survey works. At each stage in this economic process of the firm, there is interaction of all the main structures (departments, divisions). In order to avoid chaos in micro-relationships between departments, the firm develops internal documents (standards) that strictly regulate all communications between responsible employees.

    The characteristic of developed operational expenses assessment system at railway enterprises has been presented. The analysis of legal entity economic state has been conducted. The results of the research have practical significance for the most important development fields on every management level of the railway industry. Institution analytical operational expenses assessment system is a combination of various economic processes which are fixed, transmitted, stored and used for implementing operational expenses management. The main information features have been revealed: to reflect operational expenses state through the system of different indexes, store quantitative estimation and present the results in discrete view.

    The article examines factors evaluation of level of competitiveness of a specialist in the field of communications, in three groups, physiological, personal and professional-qualification potential. Assessment of competitiveness of the personnel included: the formation of complex indicators of competitiveness assessment of staff taking into account specificity of activity; determination of the relative weight of importance of parameter groups; definition of the integral index of competitiveness of the personnel in comparison with the "ideal basis of comparison."
