Under the conditions of a continuous process of increase of efficiency of functioning of social and economic systems, the research of the problem of correct estimation of the influence of institutional factors on region development becomes top-priority. The article considers the analysis of regional institutional factors which influence enterprise activity. The purpose of the analysis is revealing and estimation of factors of institutional environments which are necessary for development of enterprise activity of a region. The analysis is based on the example of development of small business, offered by public organisation «Opora Rossii». The analysis of the enterprise climate is done on the example of three southern regions, namely the Krasnodar territory, the Volgograd and Rostov regions. On the basis of the analysis there are developed recommendations about increase of the level of the development of the institute of enterprise activity in the surveyed regions. The results of the research have practical importance and can be used for improvement of existing regional programs of economic development.

The main problems in the construction of control systems on agricultural enterprises are reviewed. In the article the authors propose a method for the implementation of environmental-economic evaluation of acoustic impact on the urban environment. More than 80% of the population lives in conditions of excess acoustic load. The main sources of acoustic impact for the majority of urban areas are rail and air transport, road transport, industrial enterprises. At the design stage of projects to reduce the acoustic impact of the urban environment, as a rule, there is a need for ecological-economic assessment to justify the implementation of noise protection measures. The proposed method allows to estimate the annual damage in rubles from acoustic impact in the urban environment from the various "regulated" sources of noise. Under "regulated" sources of noise, the authors imply any source, whose contribution to the total level of acoustic impact is reduced as a result of implementation of the evaluated activities. The authors proposed implementation methodology of ecological-economic assessment of acoustic impact on the urban environment can be used in urban design, in justifying the choice of measures for the suppression of acoustic effects in the existing buildings, the choice of optimal variants of a new technology that can reduce the acoustic impact on the residential premises, etc.

The estimation of enterprise charges is described and the models of reducing drawbacks are offered. The practice of using pneumovortical assembly methods has confirmed their high efficiency and reliability. But at using assembly equipment units, first of all orienting-assembly modules (OAM) there were some cases when the part fed to the plate performing rotating-swinging oscillations, didn't reach the seatings meant for it, and sometimes even left the plate. It was accounted for an unfavourable combination of a number of the module's constructive parameters, and also the parameters characterizing its working conditions. So it would be rather timely to analyze orienting-assembly modules with the purpose of revealing such meanings of their parameters, at which parts’ orientation and assembly is carried out with 100 percent reliability, and, if possible, at a minimal time. In other words, the parametric optimization of pneumovortical modules is necessary, and, first of all, of the orienting-assembly ones (OAM).

Nowadays the rolling stock is equipped with electric drive of high power. Frequency turning regulation, motor protection from overheating and limitation of starting currents are made with the help of semiconductor elements. For reliability improvement of starting and regulating facilities it is reasonable to use low component count. Running through regulating facilities current decrease simplifies electric circuit configuration. The authors propose to use thermal resistors as main elements. In the article the authors examine construct specifications of polycrystal temperature dependent semiconducting resistances of coaxial type and their advantages. There are some theoretical propositions which describe the work of thermal resistors and also some algorithms for synthesis of coaxial type starting devices. The authors made mathematical modeling for starting devices of different types based on thermal resistors. In the article there are some graphical dependences describing starting process.

In this paper, based on the Navier-Stokes equations in the case of a "thin layer" is a method of forming an exact self-similar solution of the problem of calculating the hydrodynamic thrust bearing with the adapted profile of the supporting surface, running on a two-layer lubrication, c considering the viscosity of lubricating fluid temperature. Found the velocity and pressure in the lubricating layers and using the expression for the rate of energy dissipation analytical expressions for the viscosity of the lubricating layer. The estimation of the influence of parameters characterizing the adapted profile of the bearing surface of the bearing, and temperature parameters, viscous layers of relationships and their length on the basic performance of bearings operating on stratified lubricants. The optimal values ​​for these parameters to ensure the rational, for bearing capacity and strength of friction operation under consideration thrust bearing.

Method for mutual orientation of the aerial views is considered. The method is least of all subject to correlation links between the errors in angular elements, which are caused by inaccurate measurement of rectangular coordinates of stereo pair points. In the basis of the algorithm of mutual orientation there is the term of complanarity: design basis and two designing rays moving via identical point on the left and right pictures. The given sections are fixed by four points, namely S1, S2 (points of photography), a1 and a2 (the points on the left and right pictures of stereo pair). An accurate equation for mutual orientation with angular elements ν (inclination of design basis regarding to the planes XY photogrammetry coordinate system), ω1, χ1 (the angles of the left picture), α2, χ2 (of the right picture). Photogrammetry system of spatial coordinates in the space of which picture orientation is conducted is chosen so that τ = α1 = ω2 = 0.

Implemented assessment of the mechanical behavior of reinforced synthetic fibers of polyethylene pipes, which are provided in the construction adhesive layer connecting the reinforcing plastic shells and pipes. Presents the results of quasistatic tests the tensile strength of model samples in the range of low climatic temperature and speed tests 25-100mm/min. The dependence of the temperature of ductile-brittle transition in the mechanism of destruction of model samples of speed tests, which at 100 mm/min up to 0°С. The mechanism of destruction of a model sample of the reinforced polyethylene pipe, consisting in cracking of the technological layer connected with layers of PE80 which ability to braking of a crack and defines transition from viscous destruction to fragile at fall of temperature of tests is interpreted. It appears that this result emphasizes the need to further clarify and harmonize the existing regulatory requirements on the use and operation of pipes and polyethylene pipelines in cold climate regions.
